It's all relative. Even though you'd be travelling that fast your spit would still have acceleration beyond your moving speed. Now, it'd probably blow right back into your face due to it decelerating so fast once it left your mouth but you could spit.

Yes. As things travel faster, they become shorter in the direction of travel. At the speed of light, you would be completely flat and have no spitting mechanism left. (Also you'd have died of multiple organ failure at about Warp 0.25)

If you ran as fast as light then you would no longer exist - you would have become pure energy as your mass would have shrunk to nothing: and, let's face it, it's not often you see energy spitting!!!
