To bring back your uk setting, you can try to go to my computer and then chose control panel and click language and regional option. then click on the languages tab. then click add to add a keyboard layout. and finally click ok to apply your changes.Remember to reboot your computer after making some changes.
And for your screen saver, if I really get what you mean, you can go to control panel again and click on display. and then after that you get all the details you need about setting a screen saver and so on

As for your screen saver, right click on Desktop/ Properties/ ScreenSaver then pick one that you want.
It is strange however that your settings have been changed without your knowledge ...

C'mon, do tell. What did you do?
Acutally, having a blank blue desktop's no problem, in fact an asset, 'cos it saves on resources - same with screensaver which is totally unnecessary these days.
