Jammu and Kashmir, Himachal Pradesh -
The Hot Season when the weather is reasonably warm and rainfall is minimal - although waterproofs are useful. Warmer clothes are essential for the evenings.
Delhi, Rajasthan, Uttar Pradesh, Madhya Pradesh :
Post monsoons seasons are the best time to visit this sector of India.
The Northeast India
The northeast experiences high rainfall/humidity during both the Monsoon Season and the tail end of the Hot Season. Views of the lush hillside, famous for its tea plantations, can be hampered during these wet periods. Western India

U can visit any time since India is land of diversity.If u want to see snow covered places come in between Dec to Feb in Shimla,Kullu Manali,morni hilllsetc.For chilling cold& exciting culture visit Punjab (Amritsar,Ludhiana,Chandigarh,taran taaran).
For moderate climate visit South India like Kerala any time but avoid in October

Depends on which part of India you want to visit and what weather you prefer. Generally speaking August through November is my favourite time as there is little rain, little sun, and cooler temperature. It is very romantic.
March through July is summer and heavy rains. December through February is cold...but is very bearable.

During November will be ideal...the monsoon season will be over aand there is the largest camel festival of Asia in Rajasthan at that time, you could visit Kerala, Mumbai, Goa...those are my personal favorites
