What is the significance of the pin worn by Betty and Susan Ford at Gerald R. Ford's funeral?

I also observed two bullseye shaped floral wreaths that flanked Ford's casket at the Ford museum that closely resembled the pins. Possibly some kind of boy scout symbol.

I'm pretty sure it was very important but I have no clue what it was or what the significance of it was!!! sorry :(
