well, that's how genetics work. They are also called haploid cells. 2 haploid cell = 1 diploid cell. A diploid cell has 46 chromosomes. Other animals may have differnt amounts of chomomsomes in their cells. Like lobsters have somewhere around 200 if I remeber. And dogs had like 34 or 36. It just what distinguishes us from humans, to apes. That's just how it works.

Because when the sperm cell(23 chromosomes) penetrates the egg cell (23 chromosomes) then the zygote, which will later grow to be a baby, will have 46 chromosomes. Unless something goes wrong during meiosis and their is nondisjunction causing the baby to have too little or too many chromosomes...blah blah blah...

23 (half of mom) +23 (half of dad) = 46 you ( you are half your mom and half your dad) .
if the sex cell had the same number of chromosomes each generation would have double the number of chromosomes of the previous

And to be accurate, there are 23 chromosomes in the HUMAN gamete. There are different numbers of chromosomes in other animals' gametes...24 in the ape, for example.

because they are supposed to unite with another 23 chromosomes from another sex cell to form a somatic cell with 46 chromosomes ,the normal boby cell results from mitotic devision, while sex (sperm or ovum) results from mieosis
