It helps if you first express them the same way, either as percentages, fractions, or as decimals. It's probably easier if you use decimals.
1) 30% is 30/100, or .3, .24% is .24/100, or 0.0024, and 2/5 is .4
The answer is then:
24% (0.0024), 30% (.3), 2/5 (.4)
2) 0.9 is 0.9, 7/8 is 0.875, 9% is 0.09:
The answer is then:
9% (0.09), 7/8 (0.875), 0.9 (0.9)
3) 1/4 is .25, 40% is .4, 0.35 is .35
The answer is then: 1/4 (0.25), 0.35 (0.35), .4 (0.4)
4) 7/10 is .7, 0.77 is .77, 7% is .07
The answer is then: 7% (0.07), 7/10 (0.7), 0.77 (0.77)

You sholuld be able to look at these and do them all in your head and then write them down in order such as:
30%, .24%, 2/5
.24 is definitely smaller than 30 %
2/5 = 40 %
so the order would be
.24%, 30% and then 2/5
do the same with the others cause you have to learn how
