You intend to just give the guy some "hypothetical" change?

Most stores don't accept money orders as payment. They're too easily forged or altered. If you're accepting it like any other form of payment, you are implicitly aggreeing to provide change as you ordinarily would..

You don't have any right to keep money that belongs to someone else.

Hmmmm... someone sent me a money order and I went to a store and cashed it...

I gave the store the endorsed money order and they gave me cash... it is just like a check... nothing illegal about giving cash back...

How would you propose that they give back the change?.. if it was any other way, either people would stop buying money orders or they would stop using them to buy goods at the stores that do not take them...

by the way, I've never seen anyone pay for something with a money order. I have only seen them cashed at the customer service desks.

This does sound like a scam. How could a person who purchase something for $300 accidentally send money order for $3000 unless they are really out of it. Send back all the money orders(Signature Required and Return Receipt). Let him know he needs to send you 1 Money Order for the correct amount. Also, accept only US Postal Money Orders, these will have the least likelyhood of being fradulent. You can also go directly to the Post Office and have it cashed for you. It is very unlikey he will ever send you a valid money order. However, if he does and you do send the phone send it to a Real Address do not send it to a PO Box. Make sure that you also do the Return Receipt and Signature required.

I doubt it's illegal. What did you expect your co-worker to do, run out and get another money order for the exact change needed?

No, a money order is a cash instrument. You are thinking of credit cards/food stamps, and other similar payment systems.
