My favorite is "Antologia." In fact, that might be my favorite song of all time. It's so beautiful, and the lyrics are awesome... and I love the fact that it doesn't really have a chorus, it just keeps changing. Beautiful, beautiful song.
My next favorite is probably "Inevitable" - because she's showing that she can ROCK! She's so versatile, I just love her to pieces.

I'd say La Tortura, even though I don't understand the lyrics much, I only know a bit of Spanish, but this song has that certain something I can't describe. I like most of Shakira's songs (and note that she writes them herself!), I think her lyrics are her strongest point, even though there are many half-wits who don't get her. I don't know why, I always understand what she's on about, maybe I'm strange.

Almost anyone who has been a Shakira fan WAY before she began singing in English (with the album "Laundry Service" in 2001), will tell you one of her best albums is probably: "¿Dónde Están Los Ladrones? (Where Are The Burglars?)" which came out around 1998. It sold 7.5 million copies.
Many of the songs from that album became hits in Latin America, and are worth checking out: "Inevitable", "Tú", "Ojos Así", "Si Te Vas" and "Ciega, Sordomuda".
I guess most of the answers you will receive here will be "unfair", because most apparently aren't aware that Shakira was already successful and had several albums BEFORE she put "Laundry Service" on the market.

She is Spanish, and has recorded a lot of Spanish music too! She's a great singer. Too hard to say what was the best.
