i use one from avon it is a wet or dry eyeliner its fab you can either wet it or use it dry the choice is yours

I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Tips:
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

Keep trying! It took me years to figure out how to put it on properly. If you're using a dark color like black or gray, the easiest and most flattering would probably be powder. Pencil liner is usually too heavy and you'll end up with a goth look if you use that, and liquid is hard to do right.
Get a fine chinchilla hair brush and wet it a bit, then use it to apply the powder eyeshadow in a line of moderate thickness, then you can smudge it a bit afterwards to make it less intense, or apply a lighter color like silver over it.

I think pencil goes on easier than the liquid one...I'm not sure how you're doing it but usually I just close the eye I'm applying the eyeliner to...stretch it out a little bit with my hand and apply from the inside of my eyelid to the outside.

You should spend a couple of hours one evening practising - what looks good for one person might not suit another's eye shape. Just make sure you have plenty of makeup remover!
It would probably be easiest to use a pencil, experiment!
Try it sharpened, try it blunt, try the ones you can use either dry or wet.
Liquid eyeliner is pretty tricky, use too much it makes your eyes look tiny! A good way to apply liquid liner is a thin line in the middle of the top eyelid, and a flick at the outsides of the eyes, makes them look massive!

Pencil is definitely the easiest to apply. Get a pencil eyeliner that has a smudger on the end. Do your eyeliner and then smudge the line side to side (not up and down) it will erase all of your mistakes and make your eye liner look good. Its the only way i can put eyeliner on. Stay faaaaaar away from liquid. It is horrible.

Start your eye-lining life using a pencil since it's easier than liquid to erase. To line your top lids: Try holding one eyelid closed with your left index finger (if you're right handed). Hold it closed by laying your finger on the eyelashes (so you can reach the lid). Then work from the outside in. Use small strokes & get as close to your lashline as possible.
I suggest not lining your bottom lids since I think it looks tacky & it will make your eyes look smaller. If you insist than only line half the bottom from the outside in & create a very thin line much in the same way you did (short strokes, close to the lashline) with the top lids. Only this time holding your eye open.
The key to not jaming the pencil in your eye is by being patient. Calm yourself down so your hand is steady, maybe even hold your breath while you're doing it (to steady your hand), & TAKE YOUR TIME. Rome wasn't built in a day & you're not going to be an expert at lining your eyes after a couple tries. Make up a routine, give yourself extra time to do it, & take your time.

i find liquid much eaiser. only if it's a good one that dries pretty fast.
but most people find the pencil easier, which i cant stand.
if your gonna use pencil, make sure it's a soft one by lightly brushing it on your hand.
if it's nice, soft and clear to see then thats for you!
if it's horrible, cheap and nasty which doesnt even show up, chuck it away, snap it aswell.
eyes are sensitive =]
to put it on:::
(if your right handed)
pull your top eye lid back and tilt your head up so your eyes are looking down into the mirror.
with your drawing hand then draw a nice line on top of your eye lid.
to do the bottom, do the same but tilt your head down and look up in the mirror, obviously.
have fun with that eye liner sugar =]
practise is everything.

You have to try pencil and liquid and see which one works better for you. For me and a lot of people, pencil is much better. Even some people who use liquid, use pencil first and then draw the liquid. Try to keep the tip sharpened all the time and this helps a lot.

it depends on the look your going for. If you like the smokey eye thing, then use a waterproof pencil and either buy a smudger or use a q-tip or your finger. Line the top of your lashes as close as your can on the outer edges only and lightly smudge up and out to give the appearance of thick lashes. A liquid will give you a more defined look.

i use eyeliner pencil, or pen. all you have to do is..
if you are right handed, with your left hand's index finger hold the skin below your eyes and gently hold it pulled down slightly so you can see the inside red bit of your eye too. now apply the eye liner to the bit which is just after the red fleshy bit.
depending on how faded or prominent you want it apply it lgihtly - genereously from one corner to the other.
also if you want it on the outside then dont pull the skin down just apply it ont he edge, this way it is a lot more dramatic and i wouldnt suggest doing it like this. hope i helped. and good luck =)
