an individual with electronic listening devices and video equipment? Should commercial organizations be allowed to do so as well? What about private individuals? Please explain.

It should only be allowed by the secret service if they have good reasons to believe that they are dealing with terrorists.

I would not mind if it was also used to catch drug dealers and murderers.
The problem with this... is that once you allow the police to use such devices... it will be mis-used for other things.

Those devices should only be used when they can be used as evidence in a court of law.

Commercial organizations should not be allowed. Only the police and MI6 should when their is illegal activity being committed

That's a complex question.

But addressing Bush and his "domestic spying program"...the government should be able to monitor phone calls to the U.S. originating in foreign countries from terrorism suspects, which is perfectly constitutional.
