Trespassing, public urination, loitering on private property, et al are crimes.

If a person commits a crime, then that person should be arrested. BTW, a parking ticket or a moving violation is considered to be an arrest.
Anyway, if someone - anyone - commits a crime, then the arrest should be made. No person should be 'arrest proof', from the president to the homeless guy.

If they break the law, they should be fined or arrested, just like everyone else. They're usually homeless for a reason. And I said usually

Only if they break a law. It's not illegal to be homeless. And honestly, it doesn't hurt anything to ask for money. When they get pushy and threatening about asking for money, that's different. Or obviously, if they are breaking any other law. However, I do believe that arresting them for loitering is just stupid. Honestly....where the hell are they going to go?

The same as for anyone else - when they are suspected of committing an arrestable offense. If sleeping in a doorway is an offense, then arrest them.

They should live by the same rules as everyone else. Arresting them may actually be a help for them. Rehabilitation may help place them somewhere other than the streets and help them go somewhere and do something to establish a new life when they are released.

If there is reasonable cause to suspect one has been involved in a crime, then arrest is justified. However, homelessness is not a crime.

When they break the law...vagrancy, panhandling, anything that infringes on the rights of others, like being able to conduct business. As a side note, the worst thing Reagan did as president was close down all of the insane asylums and put them on the street...

when they have committed a crime.....one of my uncles was stabbed by a homeless person .......my uncles had always given the homeless people who hung around the alley of his house food, clothes , whatever....then one day he had taken them some food and as he turned away to walk back to the house one of them stabbed him ...the other homeless guys beat the heck out of the guy who stabbed my uncle ....and another contacted 911 for help.......the homeless guy who stabbed my uncle took off while he was in hospital.....and my uncle died a few days after...

I think they should be all rounded up and be put to work. That way they will have enough money for what they need. Alot of homless do not want to work.
