PCIe slots are trying to replace everything, including older PCI slots, hence PCIe x1/x4 slots. Note, it is not possible to connect any PCIe x16 graphics card in a x1/x4 slot.

PCIe x1/x4 slots were designed for other devices such as RAID controller cards, forthcoming sound cards, network cards and other rather mundane devices that are connected to PCI slots today. There is practically no advantage to do doing so, these devices do not benefit in any way from it.

There are also PCIe x1/x4 graphics cards but those were designed for systems that lack a dedicated x16 slot and they aren't the latest cards either.
