Will power or self control is something that should be encouraged at a young age. You need to learn to follow rules, and restrictions, even when you don't want to. If you are the kind of adult now, who has difficulty following instructions or rules--dealing with anger or any of a million other things, self control will be impossible for you. You don't have the necessary structure on which it must stand.

Will power is another way of saying--having the ability to delay gratification. This is a skill that can be learned. The key to learning this skill is taking progressively larger steps. Start small...set a goal for yourself that you know is reasonably achievable. THE KEY here is to genuinely reward yourself with good feelings (here we are replacing the immediate gratification you passed up with psychological kudos). Creating good feelings for yourself sounds dumb, but if done sincerely--REALLY works. After every success...give yourself that wonderful feeling of accomplishment, pat yourself on the back. You will find that it gets easier to accomplish what you want.

Will power is developing a habit.

Doing the desired behavior over and over until it's part of your lifestyle.

will power from a spiritual standpoint has to do with a part of creation that is a intergral part of our personalities being composed of a body and soul (spirit essence).
our first parents were created with that will and they were the only ones who knew about perfection,the moment they fell into sin things began to change the human will was cut off from obeying God and now it is subject to
to far greater consequences namely the wrath of God. we sholud also keep in mind we are dealing with tarnished goods a depraved will that's rebellious,prideful and want's to have it's on way.

It really is mind over matter. Human Beings are habitual. If it's about food, you have to change the way you think about food, etc.. Food is just something the body needs to sustain life. It isn't necesaary or healthy to shove doughnuts and potato chips down our throats.

Honestly, I don't know if it is something you 'develop', or work on. I think it follows the Nike line - Just Do It. Its mind over matter. Good luck tho...
