has anyone heard of some kind of cell phone that just makes and recieve calls with no other features?

Yea it's called the firefly from cingular except it doesnt just recieve calls it also lets you call some people but it like a childs phone. And from Verizon they also have the same thing. : )

That's the way all cell phones used to be. You can still find them. Just go to your local cell phone store.
