You probably mean Paint. Find it under accessories - it's part of XP. I think it was part of Windows 98 too. it looks useless but it's not as bad as it looks. Simple, but I did a cool background for a website using it!

It comes with Windows

Start Menu->Accesories->Paint

To open MS Paint
click on start > run
type mspaint
press ok
