They are probably just trying to pull people in. If they realize that once people find out the real salary, they leave without taking the job, they will learn... if the people keep taking it... they will keep doing it.

Alot of places do this and get away with it stating that "it depends on experience, and you don't have enough for the top salary" or "you don't meet all the qualifications". This sounds like bull to me if they are giving you an offer you are obviously qualified enough. I don't think it is right... but as far as I know there is no way to stop it unfortunately.

the answers above are good and valid.
the same reason Lottorys hype the big money
not every one wins. humans aren't attracted by the littlest.
they offer what they think you are worth to them, you believe falsely your worth the top end$. you got to play to find out if you qualify. get over and on with it.
