Yes. My town has a part of it (a suburb) that looks like that. Alas, my country (Romania) is considered by many a 3rd world country... it is not... :)

I work in New York City. Nobody speaks English. Everyone are tourists.
The most third world I ever felt was traveling through the Pennsylvania Amish country.

I never have that feeling because I speak six languages (including English.) Try it sometime, you might like it.
And the term "third world" is so Eurocentric. Not everyone has the same idea of what constitutes culture--that's why so many of them are different.
