If you are a temprorary visitor such as tourist etc, you will need an international driver's license that is issued from your home country.

If you are going to be spending more than 3 months in the states, you can using the international license up to those 3 months and then apply for a U.S license. You will of course need to pass the U.S driving test. The fact that you have an international license does not exempt you from taking the test.
