Websites can be made in almost any program (paint, Firefox, notepad, Dreamweaver, Flash, Coffecup , web page maker, etc.) important is wich u know to manage. I`ll sugest u to begin with WEBPAGE MAKER or COFFECUP HTML EDITOR...and later u may exparience and Dreamweaver or Flash...or even Notepad

Dreamweaver is the industry standard, but it's expensive. If you don't want to shell out a ton of cash, try Coffee Cup, it's much cheaper and easier to use, but doesn't have all the features of DW.

I prefer Microsoft Front Page...if you do not know HTML, Front page works like a MS Word Document and does all of the HTML in the background for you...

I always use Macromedia Dreamweaver for all my webdevelopment work.
It also includes an excellent reference guide which never leaves you with any problem unsolved.
