Your best bet for the template would be "Open Source Web Design" located @ http://www.oswd.org/

If you want to implent a database without knowing much about them, I would suggest finding a Wordpress template and using Wordpress http://www.wordpress.org/ for your site. You could then find the plug-in to handle your database needs, all without having to mess with any code! Hope that helps!
