if my memory serves me right, we have our sleep cycle is composed of four stages:
> Stage 1 NREM (non-rapid eye movement sleep), the lightest level of sleep
> Stage 2 NREM, sound sleeping
> Stage 3 NREM, stage prior to deep sleep
> Stage 4 NREM, deepest sleep
> REM Sleep (rapid eye movement) - this is where clear, full colour dreming may occur, and usually dreams occuring during these stage of sleep are the dreams that we remember best when we wake up. dreaming occurs at all stages though. dreaming can occur at stage 4 NREM, which is the deepest stage (delta waves are at work, so it's very difficult to arouse a person during this stage) but it's quite hard to remember dreams occuring at this stage (as it is less vivid), compared to dreams that occur at REM sleep, where memory consolidation and psychological restoration may occur. so that MAY be the reason why some people never remember their dreams the next day.

I don't know why, but I know you can try to improve your dream memory. When, you wake up every morning write down anything you do remember right away, even if it's just an image or a general feeling. If you do it everyday, you'll find you are remembering more and more every morning.

If you wake up during the dreaming you may remember what you saw. One might keep a paper and pencil next to hir/her bed so that he/she wakes up and records the dream. In the morning the gaps in the scenario is easy to fill. Just try it.

The logical part of your head goes to sleep when you sleep. So, memory is never awake when you're asleep either. Dreaming is the act done by the subconcious.
If you want to remember your dreams, try self-hypnotism before you sleep. Just keep convincing yourself "I'll remember all of your dreams tonight" repeatedly. =)
