It's possible that your task bar is simply set to "Auto hide". If you move your mouse point to the bottom of the screen and your task bar "is" set to auto hide it should appear.

There is, or should be, a bar at the bottom of your screen called the Taskbar. The start button is on the left, the clock on the right.

Start button is on the lower-left of the screen, clock on the lower right, on opposite ends of the taskbar.

IT might be hidden? Try hitting the windows key on your keyboard, if it lets you access the start menu go to control panel and go to taskbar and start menu properties.. Check the settings in there, and see if its hidden.. If you still cant do any of that, boot into windows with safe mode and see if you have it then.. If you do then you have a driver issue conflicting with some system files or registry entries for the taskbar. If it shows it run a sfc /scannow in command prompt. Or boot to recovery console or safe mode w/ command prompt and run the sfc /scannow command..

If you didn't use the Auto Hide checkbox of the Taskbar Menu then that means you accidentally resized it to where you can't see it. Simply move your mouse to the very bottom of the screen until you see the mouse cursor turn into an up and down arrow. Then click and hold it (while its an up/down arrow) and move up slowly. You'll see it appear again.
