The two testicles of a man, like the two breasts of a woman, are mostly not of the same size. There is a slight difference the way the testicles hang. However, a six inches difference appears to be quite unusual. It needs to be shown to a doctor.
I wonder whether the difference could be 6" as is claimed in the question. It probably is 6 mm. which is negligible. Even a 6 cm.difference in the levels would be a bit worrisome but 6"? I doubt if the difference is that much. If that difference was there for a long time, then somebody ought to have noticed it much earlier and action should have been taken sooner.

One testicle being bigger than the other is normal and expected, as is one hanging a bit lower. But if one is much larger or hands much lower, while not common may be perfectly okay. So, if your doctor examines your testicles and scrotum carefully and says all is well then I figure you are fine.

It is their purpose for one to hang lower than the other, it gives the testicles a grand allure, a view that you never tire to admire..

It's more unusual to see one hanging that much lower than the other, but I have seen it.

Is there any pain involved with the low-hanging one?

If so, go see a doctor. Has it always hung that low?
