Generally speaking, it's not really a formula but a process.
You first need to determine what decimal place you're at (after the decimal point). ie, tenths, hundredths, thousandths...
Then you put the fractional part of the number over the decimal place.
You then need to reduce it down.
Examples:
0.6:
1) after the decimal, the # goes out to the 10ths place
2) write 6/10
3) reduce to 3/5 (dividing top and bottom by 2 in this case)
0.25
1) after the decimal, the # goes out to the 100ths place
2) write 25/100
3) reducing to smallest fraction (divide top and bottom by 25) you get 1/4
9.125
1) after the decimal, the # goes out to the 1000ths place
2) write 125/1000
3) reducing to smallest fraction (divide top and bottom by 125) you get 1/8.
In this case, you need to add the fraction to the whole part of the number, 9, so it becomes 9 1/8.

Take the decimal and multiply it by a power of 10 large enough to convert it to an integer. IE, if the decimal is .246, multiply it by 10 ^ 3, resulting in 246.
Then divide the resulting integer by the power of 10 that you used to mutiply the decimal.
In the above example: 246/10^3 = 246/1000.
At this point you can simplify the fraction for final presentation.

If the decimal has only few decimal places, just multiply and divide by corresponding power of 10. for eg., if the decimal has 2 decimals, multiply and divide by 100..... 1.23 = 123/100
If the decimal has infinite decimals but is recurring, the procedure is complicated. take 1.232323232323...
Let it be x
so, 100 x = 123.2323232323...
So, subtracting, 99x = 122
so, x = 122/99
If it has no pattern of recurrence, the number is called an irrational number and cannot be written in fraction form

Take the digital numbers without decimal as numerator.
Put a 1 in the place of decimal point (dot) and put zeroes equal number of digits including zeroes to the right of dot.
Example
0.00abcir = abcir/1000000

Simply divide the decimal by ten.....example, 1.5 is 1 and 5 tenths. 5 tenths equals one half.
