It really depends on your definition of "popular". So I will answer the question in the context of mine definition which includes not only participating but also following, attending or watching individuals.
This definition in my opinion is more adequate and fuller than the one of those who mention that table tennis is more popular than football because more people play it on an every day basis. I believe it is also your definition of "popular" as you have anyway mentioned that football is the most popular sport worldwide.
Therefore I have to limit the scope of potential sports that can get the second place in terms of popularity to - tennis, athletics, basketball.
I would definitely say athletics if it also includes jogging which is common all over the world. Still jogging is not a sport per se as it does not involve competition. Even without joggers athletics is very popular.
Tennis is not only played by a great number of people but also a sport that is generally followed not only by fans but by gamblers and pundits.
Basketball is certainly the most popular ball game after football but it is less popular, if at all, in many countries.
Chess is played by many but not that closely followed by the majority of people. I am sure less people are aware of the fact that Kramnik (Russia) recently became the new world champion defeating the previous one - Veselin Topalov (Bulgaria) (even though the match featured a lot of tension and scandals mostly by the Russian side) than they can mention that Brazil for example became the new world Volleyball champion.
Taking all of this into account I would have to say tennis is the second most popular sport. This is mostly for the people that are attending and following it by watching it on TV or gambling on tennis matches.

Soccer is actually the fourth most popular game in the world according to the International Olympic Committee and the International Federation of the spotrs themselves. It may be the most popular in terms of TV and stadium viewers but not in terms of popularity of participation.
Volleyball is number 1 with over 998 million estimated participants.
Basketball is number 2 with 400 Million
Table Tennis is number 3 with 300 Million
Soccer is number 4 with 242 Million
Badminton is number 5 with 200 Million

I think it would be basketball. There are lots of leagues already...the NBA, Euroleague, D-League, even leagues in South America and Asia. Also, there's the FIBA World Cup which has reasonable attendance numbers. And, basketball is played where football (soccer) is played also, although to a lesser extent and popularity. It's usually second choice after football in team sports.
