I'm sure you are aware that the book is basically a retelling of the Bolshevik Revolution in Russia in 1917. What that statement really means is that Socialists are equal but some are more equal than others. While the general rank and file citizens are equal, those in the Socialist/Communist government itself are more equal, or entitled to more than the average Joe. Hope this helps.
