We tried that in Vietnam with "Ghost voices" of dead vietnamese ancestors broadcast to the VC. Spectacular failure.
Seeing how the Middle-east produces High-Tech engineers and the level of education is fairly high I do not think it would work.
But it is probably more creative than anything George W has going.

It's crazy enough that it might work...special effects meets psychological operations. I'd want to use the immortal pirates from the Pirates of the Caribbean movies...especially the un-dead monkey.
