there could be any number of reasons why you dont get promotions. most companies dont always look for the person with the best job performance. maybe they are looking for someone with strong leadership and descision-making abilities. maybe they want a strong communicator. maybe they want someone with more experience. who knows? i wont rule out discrimination, since i dont know your full situation. but i wouldnt be so quick to jump to that conclusion, either.

I noticed that too, that people who have been reprimanded sometimes get promoted, but others get ignored.

I think its because for a promotion, managers 2 levels above you need to know you. If they've never even spoken to you, they don't know you exist, how good you are, how good you'de be in a new postion, whether they like you as a person or share your hobbies and interests, whether they trust you, etc.

I read somewhere that the basis of any good relationship is trust.

You need to concentrate on building a good relationship with the managers and building trust that you're a good guy, a team-player, that gets things done on time and within budget and that you've read all the company reports and newsletters so you know what the aims and strategy of the business are.

Here's a quick interview tip :-

Show that you understand the company exists to make a profit and how everything should be aimed at maximizing the owner or shareholders profits, both short-term and long-term while maintaining high customer satisfaction and repeat-business.

Urgh, this is sounding like management BS already!

You need some excuse or social function to meet them and make small talk about their interests and yours and the company's business.

It Depends greatly on where you are; The previous place I was at had the "who you know" syndrome. Sometimes the way up is basically by looking out for a chance. My previous place of work had the tests for "Skills" but the answers were handed to them before the tests( the who you know element). I also experienced the element of chastised employees who had severe reprimands against them, such as sexual harrassment, violence threats and more, but they were still promoted to better jobs in terms of work, and also higher paying jobs. I knew my work was good since I got such great feedback from the people I assisted.
I looked outside where I was, found a job that respects my skills and paid me more for it. I really love the work I do now, and the chance to do a great job, and get paid well for it is great. I do not regret the step. Sometimes thats the only way.

Maybe it is how you come across. Are you a jerk? Sorry to be so frank, but attitude can bring you a long way. Are you letting them know that you are interested in promotion? When you apply for the job, the key words you want to say are "opportunity for advancement." Then after you are hired, immediately go to the supervisor and say "I am new here and just want to know what you are looking for in a model employee and what I can do to get as far as I can in this company" Get the feedback and do it. Update with him and just ask... how do you think I'm doing and have you noticed anything I need to work on?

It's not who you know. it's who you blow. Keep those lips closeby and show him that he calls the shots and you are willing to jump when he says jump- that's how you get a promotion in my opinion.
