I many states a moped is a bike with a displacement of less then 50cc, and all you need to ride is a drivers license and a moped tag which is good for four years here in Michigan.

Some scooters will fall into the 50cc and less, but many are between 50cc and 650cc. These bikes will require a motorcycle endorsement, motorcycle plate, and insurance as well. Some of the larger displacement bikes can get up to freeway speeds. My Honda Reflex can cruise the freeway or the back roads.

Which is better? That can only be answered by you. If you're just going around the neighborhood, get a moped or small scooter. If you're commuting to work more then 5 miles get a larger displacement scooter or even a small motorcycle.

Moped is more like a bicycle and a scooter is more like a motorcycle.Scooter should be faster and ride better than,moped.
