like for a bathroom or a foyer area where the floor would be wet and could be slippery if the tile was not rough. I need to know what that tile is called? and also if anyone knows where to get free cinderblocks or bricks in maryland?

After installing thousands of sq. ft. of various types of tile, I suggest it would have to be either a NON glazed type, such as slates or other stone, or specifically designed with a texture that allows some skid resisitance. ROUGH in this case might sound vague, but any glazed tile, textured or not, will allow for slipping and skidding when wet..

You can possibly contact a local masonry company and ask for the left overs from a project. They usually have debris from project where the materials are paid for.

As for the tile it is textured tile, but sometimes they call it restaurant grade. like for the kitchens.
