I search this site for my weather information http://www.tutiempo.net/en/Weather/Alghero/LIEA.htm this link takes you to the place I went last. If you click a region under the heading "Climate"" you can then pick countries and cities and see what the weather has been like month by month for a number of years.

I think its something like the met office. I'm sure that if the info is not readily available on their site I suppose you could request it. Best thing to do is search your answer through a search engine. Your query isn't a broad subject so it shouldn't be too hard to locate at least an organisation that holds this kind of information.
