I would hardly say The Simpsons is a cult cartoon - who hasn't heard of the show? For this reason it ought to excluded in peoples answers.
The 1 and only best ever cult cartoon has to be early episodes of Ren and Stimpy. An anarchic tale of a neurotic dog and a moronic cat, their endless and often fruitless search for food and riches and a love that dare not speak its name. Totally mentalist!!

Simpson's are great BUT nothing and no one one makes me laugh more than Cartman in South Park.
(mum Tom Cruise wont come out the Closet!!) In Oz we saw the whole show, first go!
