Answering your first question: There are several ideas shown in certain pseudo cientifical magazines suggested for make Mars habitable, such as causing a greenhouse effect to heat the planet. I suggest to learn the lesson and not to try to change other worlds as we did on ours.
Answering your second question: Pluto will ever be a planet for me, and Xeena (one of the suggested new planets) will never be fit in that category. A serious planet should have a latin/greek name.

Mars could have an atmosphere developed, though it would be difficult, lengthy and infinitely expensive. Terra forming is possible. Pluto? Definitions change from time to time and are nothing more than an eccentricity of man. I doubt if Pluto cares one way or the other. It continues to exist as it has for eons.

No.

Mars has almost no atmosphere for one thing. If we can't even look after our own atmosphere we can hardly expect ot manufacture on on another planet.

I am glad Pluto is no longer a planet. It never made sense as one.
