I don't know what you expect of the new Xbox. It's just that the size of the chips inside will be shrunk, so the Xbox can be produced cheaper.
However, since Microsoft is losing money on each Xbox, they will loose a bit less money, but still lose money on each new Xbox. So a price drop is not to be expected.
Furthermore, there will be no new things that will be different than the "old" Xbox 360, because all oder games must work on the new Xbox as well, even over Xbox Live.
So there will be no difference between the old and new Xbox for the customer.
It will only mean for Microsoft, that they will lose less money.
I don't quite understand what you hope to get from the new Xbox.
But to answer your question: it is estimated, that the new chips will be produced by the end of March. This means, in April or May you will get a chance to buy a Xbox with the new chips in it, since the shops will sell their stock of old Xboxes first...
