The earthquake severed many underwater optic fiber cables that carry communications signals. They are working to restore them.
The communication traffic was routed to land-based cables and satellites.
It is not uncommon for the optic cables to be damaged. The earthquake damaged many of them so communications were temporarily slowed.

There were a series of earthquakes on Tuesday December 26 that measured as high as 7.1. At least two of the major undersea cables were damaged. These cables serve most of Southeast Asia. I routinely call the Philippines from the USA and it has frequently taken over 20 minutes to get through.

It damaged submarine communication cables affecting South East and East Asia, right down to Australia.

The earthquake in Taiwan knocked out 90% of all communications across Asia - that is how bad it was. Several underseas communications cable trunks were severed. The repair time is listed in months to years.
