Starting at the bottom of your sheet 3 units in from the right, cut upwards 4 units. Turn left and cut 3 units to the left. Turn right and cut 4 units upwards. Turn left and cut 3 units to the left. Turn right and cut the remaining 4 units upwards.

Lay the sheets out as 12 x 12 units. Move the left side down and left, forming 9 x 16 units.

Since cutting on a diagonal and sliding will not work, leaving odd points, the cutting must be done on a stair step so that the 12x12 shape can be in two pieces that move sideways and up to fit together again. Imagine the stair step goes up to the right.
If the end result is 16 long, the lower piece must move 4 units to the right and since the height is 9, it must move up 3. Therefore the cut steps must allow these moves.
Start cutting on the left side 3" up and cut in 4", then turn left and cut up 3", then turn right and cut right 4", the turn left and cut up 3" which takes you off the edge of the paper (started 3" up and made 3 - 3" cuts up - total 12)
Lay the papers down in 12x12 form, slide lower piece to right 4" and it will be in position to slide up 3" making a 9x16 rectangle.
