If you're talking actual offices, it must be thousands. For companies it's well into the hundreds, there are so many one man bands out there as well as the national agencies. I did some research once for the company I used to work for and in one city alone at teh time (Oxford) there were over 80 recruitment offices!!!!

I recently purchased an alleged 'full' listing of all UK rec companies and there is 15,573 listings - and I know some are missing!!?? But not many. I think 16,000 would be a top end figure

There are indeed many - I use to work on a job site.
This site http://www.ukrecruiter.co.uk/suppliers/resprof.htm list indsutry bodies who may have the actual number based on their memebrship numbers; of course not every agency wil be a member, but it might give you a starting estimate.
