Rip means you're putting it on your computer.
And burn is to actually put it onto another cd AFTER ripping it onto your computer.

when u have a music cd, movie cd in ure cd rom u have an option to Rip it. so DVD rip means to take the contents of the cd and to save it on ure computer.

Whereas, If u have alot of content on the computer and want to save it on a cd(like for presentations, data etc) u have an option to burn it. so DVD Burn means to save ure content on the computer to a cd!!

But in order for u to burn a cd u must have a DVD rewritable or DVD readable then and only then u can burn a cd!
