Can you hear ambient noise like people talking to you without a radio saying you were on Earth.

I mean space helmet.

I've worn a space helmet, though I have never been into space. The answer to your question is yes. On the earth, or at least in any medium through which sound can travel (air, water, etc) you can hear people outside the helmet even when the radio is off. In space, however you can't because there is no medium through which the sound waves can travel.
