Moon haloes (when there is a distinct circle around the Moon and not just glare from its reflective brightness) are caused when there is a thin layer of gas (very very thin "clouds"). To my knowledge, I think the thin air in the way has to be icy, so its kind of a crystalline effect.

It's actually atmospheric interference from earth.

its your vision going bad and the light is blurring around the edges, go have your eyes checked.
