SSID is the "Name" of your network.
Normally if you haven't switched it off in your router, the PSP should find your Network by its SSID.

Look in the user manual of your Router to find out how to set up the SSID.

Then WEP is a passkey, so that strangers outside cannot abuse your Wireless LAN.
You should have entered a passphrase while setting up your router.

If you forgot the passphrase, enter your routers setup (look in the routers manual on how to set it up) and change the WEP key.

After changing the WEP key, you will need to enter this key on all PCs and other devices, that try to use the WLAN router.

When your wireless network was set up you probably had the option of setting up some security codes, WEP and SSID being 2 examples of such. If you don't know these then it's obviously not your connection. otherwise just leave them blank.

Just know that if you have an unsecured wireless connection ANYONE could see what you're surfing.
