e.g can some decide they want to be chairperson etc without consulting others rights of tenants/owners are all entitled to the same letters sent for example owners but not tenants

Only when Finance is involved. eg Collections for a monthly newsletter etc.

You should follow basic voting procedures in most things.

Tenanrs and Owners whether Council or not are all RESIDENTS!
