You can get liquid food coloring at any grocery store usually. You have to look in the spices section or in the baking goods section (flour, cake mixes, etc). If it's not there then you should be able to ask a clerk at the store and they should point in you in the right direction.
That'll probably be the cheapest place to get it. You could also check a crafts store like Joann's or Michael's or a hobby shop.

You can use the liquid food coloring, but the colors are not as concentrated and ultimately you'll end up using a lot more. It may alter the consistency of the fondant so you'll have to work in some more powdered sugar. You can also add in the liquid coloring when making fondant in place of some of your water. I personally use the gels but have used liquid before without any issues.

RE:
Where can I buy liquid food coloring?
I need food coloring for my Science Fair Project and I don't know where to buy it. I want to buy it from a retail store, somewhere is Miami.

I usually buy it in a grocery store like publix. You can usually find it in the baking isle (near cake mixes, candles, and stuff).

Yep, grocery store in the cake, spices, sugar type isle. You could also find it in a local craft store (i.e., Michael's) in the baking, candy-making, cake making area too.
