There was a guy in the 80s called Gordon Hewitt who refereed in the Middlesex Cup. There has never been and IRB certified referee by that name so it's impossible that the person you're referring to was an international rugby referee; referee's must be certified by rugby's governing body in order to ref international (or any top level competitive) matches.
