Proxy server -- Is a server which uses a proxy to disguise the ip originally provided to you by your DHCP server to insure safer browsing . This way your orginal ip stays hidden .
If you want to see wether your using proxy server or not
Go to starts>controlpanel > intenet options > connections>lan settings .
A lot of times some software would prompt u using a proxy server even if ur not using one . This could be because you antivirus . anti spyware or firewall is blocking the access .

A proxy server is a computer that offers a computer network service to allow clients to make indirect network connections to other network services. A client connects to the proxy server, then requests a connection, file, or other resource available on a different server. The proxy provides the resource either by connecting to the specified server or by serving it from a cache. In some cases, the proxy may alter the client's request or the server's response for various purposes.

A proxy server is a server you connect to after the one of your isp (Internet Service Provider) People usually use a proxy to hide their IP address (the unique identifier for that computer) so that there actions cannot be traced. To check whether you are on a proxy server check your connection settings on Skype.

A server that acts as an intermediary between a workstation user and the Internet so that the enterprise can ensure security, administrative control, and caching service. A proxy server is associated with or part of a gateway server that separates the enterprise network from the outside network and a firewall server that protects the enterprise network from outside intrusion.

Also called a "proxy" or "application level gateway," it is an application between the connection between sender and receiver. All input is forwarded out a different port, closing a straight path between two networks and preventing a cracker from obtaining internal addresses and details of a private network. Streamiums used on a business network will often need to use the proxy settings configuration.
Check the firewall settings. They are blocking your access.

It is probably complaining about the firewall in your broadband router. You probably need to open some ports. Look in the support on the website to see about running skype from behind a firewall.
