PING: Packet Internet/Inter-Network Groper
Its neither command nor protocol, Its a functionality to check the connectivity between to nodes in LAN WAN OR INTERNET. It also can be use as a CLASS in project development (which i have done in 2005) in the Instrument Management Project. So we cannot call it as CLASS either. "Command", most of the people call, because it used mainly in the command prompt, which tells that most people do not know the real cause of this functionality. So it has lost the value of its own. Some people call it as protocol which still I don't understand how it can be.
So, finally, its a functionality/utility for checking connectivity between two machines.

Ping (packet internet network gopher) works in Internet Control Message Protocol. ICMP is a message control and error-reporting protocol between a host server and a gateway to the Internet. ICMP uses Internet Protocol (IP) datagrams, but the messages are processed by the IP software and are not directly apparent to the application user.

Ping which is popularly known as "packet internet groper"(although the creater said it meant nothing) is a command that resides in Layer 3 of your OSI 7 layer. It uses ICMP thus is a UDP based program. Nearly every network device will have this to test network connectivity... since it is the most basic way of making sure your network is running fine.
Another program used, that works similarly to Ping is Tracert.
