it is saying that someone in the office of the Department of Justice is leaking information to those under criminal investigation as to what is going on with the investigation (what information is being gathered),, they are helping the people being investigated avoid getting caught

was given to the people who were investigated by federal police FBI CIA other USA government cop type people .so that they could see what the government had managed to collect as evidence against them . they were given this info so now there lawyers could see if and see if they could poke holes in the governments version of what was going on so they don't end up being found guilty. end of translation.
now see this means because there is a law that says the cops/government cant just start showing a bunch of evidence say tapes of phone Convo. with out first letting the guy on trail or charged with the crime his lawyer really see it before they get to court and the lawyer can go over how they got permission to do all this spy type stuff . did the government break laws to get this evidence or did they play by the rules .
this is a statement that would be written or heard in courts so often that it would be for a judge and lawyer almost a kind of ritual .
that does not mean it not really important its just that its a basic law everyone should get to see what the cops got on them and how they got it where they got it look at and see what the heck to do now.

Officers of the Department of Justice of the United States were caught giving information to subject of investigations in order to help those subjects in their attempts to avoid criminal liability.

(It seems they were selling insider information on how to avoid charges or how to "beat the rap". Money talks, and in the drug business its big money that talks. The above thought apparently points fingers at government officials who are guilty of crimes in exchange for money.)

Not telling the truth to officers during an investigation so you or some one you know wont get into trouble.
