Because it is virtually impossible to win a case against them. Attorneys do not like to take dead-end, losing cases, and especially ones that will give them a bad name in the very courts they have to be in every day.
We need to change this somehow. The government services have become too insulated, untouchable, and unaccountable.

Attorneys work for money. And the real money is in personal injury and construction defect law, because the insurance companies have these pots of money that are easy for the attorneys to get their hands on. Sue child protective services? For what? If they took your kid, you would have to show that they didn't believe they had a reason to take your kid. Perhaps they were negligent in taking your kid. Maybe they should have looked at the situation carefully, but it would help if you win your cps case, too. If you didn't, you are probably out of luck.
As for the police department, you better have video. If it's your word against the cops with no other evidence, the cops win every time. The same can be said of social workers. They are there to protect children. Why would they lie?
So why would an attorney who needs to pay his mortgage and send his kids to college want to waste his time on a lawsuit where the chances of winning are close to zero?
I have to cross examing a cop tomorrow, but I'm relying on the cop's statements to prove my case. I have another case where my client thinks he's going to beat a violation, because he says the cop lied and his only evidence is that he's going to tell it like it is. Who's going to win there when it's he said/cop said. Cops. Every single time.

Do you have a money for the retainer? The only time when lawyers don't want to take a case is when they see that a client doesn't have enough money to get the case through the trial, which normally takes years. Also, if you lose the case, you still will have to pay the attorney fees as well as the court expenses. They might think you can be noncollectable in case if that happens.

Because attorney's make their money by helping those same cheats to stay in business themselves. Suing the police, as an attorney, is like biting the hand that feeds you.
In short, our legal system is corrupt. And NEVER go to court without a jury. The prosecutors will try to scare you out of a jury trial because of possible fines or sentences or cost, but a ONE PERSON JURY, ie, a judge and no others, deciding what the outcome is to be is where YOU will always lose. NEVER settle for a trial or court without a jury.

Because most people have done something really dumb to put themselves in the situation that led to them forming the idea they should sue the police.
If you ever get a legitimate complaint of actual abuse of power, the attornies will come flocking.

because believe it or not. in the court thy work together. thy know each other. and to be enemies in a place where we work together is not good. because attorney's and say police thy need each other in their jobs. and one can make life very hard for each other. but not all are like that. try a advocate
