remotely connecting computers is really risky: lots a virusus, he can basically do whatever he wants with your computer once you give it to him.
Unless you know him well, it's not a good idea.

This all depends on what you want to do.
Programs like telnet will allow you to access his computer at a command line level.
FTP allows for file transfers.
If he runs a games server then you can connect directly to his computer using that game such as quake 3, doom etc.. and by pass the public servers so that only you 2 can play.
You can setup a VPN between the 2 computers so they appear to be on the same network, you can then do secure file/disk sharing. For all of these he needs to run the correct server service.
All of these are possible but as stated you will need to setup a DMZ or port forwarding through any firewall/router.
There are lots of reasons why you would want to connect 2 computers and lots of ways to do this so you first need to decide what it is you want to do and then ask that question!
The risk comes from people messing around on the remote computers and you allowing too much access to your computer.
The amount of access you allow the other people into your computer is up to you. If your friend is likely to mess around with you for a laugh then you may want to limit his access.
The security risk is that you will be opening up your computer to the internet so make sure you only allow the applications you require and use propper security, mac/IP filtering OR use a VPN.

If you are need to connect your friend remotely then In windows XP professtional version remote desktop is one of the software you can use for remote access.
You can tightvnc for remote access too.
one big advice first secure your system and swtich off software when not in need.

Windows Live Messenger can do remote access but ull need SP2 on both comps then u can do it.

Try any of the following for yourself and your friend.
Yahoo Messenger,
Skype,
MSN Messenger.
All of them have in common of sharing games, data, text based messagers without the concern of security regarding IP address.
The only exception of course is one of the games you both can play with or against each other.

If you're behind a hardware firewall, be prepared to set rules on that firewall to forward the requests to your computer inside the network.
As mentioned above, there are grave security risks to this sort of activity.
