Under the 25th Amendment to the Constitution, it states that when the Vice-Presidency is vacant, the President picks a possible successor who must then be approved by BOTH the House of Representatives and the Senate.

when there is a vacancy, the president nominate who he would like to be appointed. there is not an electon for this position except during presidential elections in Nov. Anew nominee must be approved by both the US Senate and the US Congress for approval. and example was the recent passed president Ford's nominee was Rockefeller. he was approved by both houses and was sworn in. on a side note when ford Ford was running for Office his vice pres nomination was Bob dole. the funny thing in politics is that sometimes you wont be ablt to get who you want, but who the congress will approve. Just another way to check and balance.
